2. Rounds and Conventions

Play proceeds in a series of Rounds. When no round is in progress, the game is in Convention. While the game is in Convention, only those rules numbered less than 100 are in effect. During a Round, all rules are in effect unless otherwise specified by the rules.

A Round begins when, while the game is in Convention, a Motion to begin the next Round passes. Each Round continues until some player wins.
